Here is my monthly report to the Crown and quarterly report to Laurel.

In the last three months, I have requested that the kingdom staff heralds find emergency deputies. Many of them have found emergency deputies or other types of deputies.

For my office, I have also found a new emergency deputy – Sheik Omar Mohammud Mirzazadeh has stepped up as the new Palmer Herald, effective May 12th. I would like to thank him for undertaking this and thank Her Ladyship Sorcha MacLeod for her time as Palmer.

In March, at the direction of His Majesty Artan VI, I made heraldic batons for the kingdom staff heralds attending Crown Tournament. This sparked some discussion of heraldic batons, and I have suggested strongly that future batons be plain and white.

In the January 2007 LoAR Cover Letter, Laurel requested that each kingdom propose internal guidelines for adding new commenters to OSCAR. Here are the proposed guidelines for the Outlands College of Heralds:

New commenters to be nominated should have provided regular, useful commentary via the current internal commentary system for at least either three consecutive months prior to nomination or four months out of the previous six, in either case demonstrating competence in at least one type of commentary, or be known to White Stag or either kingdom submissions herald as a competent commenter (such as previous commenters). Anyone interested in being nominated should recall that the rules regarding consistency and quality of commentary (as noted in the Administrative Handbook) at the Laurel level still apply to OSCAR.

Finances remain in the hands of the Kingdom Exchequer. Castle sends itemized reports to the Exchequer each month on checks received, and Rampart requests payment to Laurel for submissions likewise itemized.

Kingdom staff heralds are required to report quarterly, but are encouraged to report more frequently. The following kingdom staff herald positions remain vacant: Fretty Herald (CoA commenter), Trefoil Herald (CoA commenter). Here follow summaries and status reports for the kingdom staff heralds:

Blue Iris [Queen's Herald/Royal Court] – Don Charles Robert Blackstone filled this position until May 12th. He delivered swift and complete court reports. Graf Hans von Wolfholz stepped up to this position on May 12th. Warrant expires November 2007.

Castle [Internal Submissions] - Maestra Francesca di Pavia fulfills reporting requirements with Letters of Presentation, which are issued every month in a timely fashion. This title is in submission. She is seeking an emergency deputy and possible successor. Warrant expires 01 May 2008.

Gimlet [Protocol/Ceremonies] Countess Matilda de Seton (Aindrea Mac Cullaich) has worked on two Laurel ceremonies and recently worked on a tricky Coronation ceremony. She has accepted Mistress AElflaed of Duckford as her emergency deputy. Her warrant expires 29 July 2008.

Liber [CoA Commenter] Dominus Meradudd Cethin fulfills reporting requirements with Letters of Comment. Warrant expires 01 January 2008.

Palmer [Emergency Replacement/Administration] – Sheik Omar Mohammud Mirzazadeh has stepped up as the new Palmer Herald, effective May 12th. Warrant expires 12 May 2009.

Plover [Field Heraldry] – Lord Æthelwulf continues to fulfill his duties with diligence and skill, including organizing heralds for Crown Tournament and Coronation. He has also begun doing internal commentary. He is seeking a successor at this time. Emergency deputy is Herrin Katrein Adler. Warrant expires 01 November 2007.

Rampart [Submissions] – Furukusu-dono Masahide generates regular Letters of Response and Letters of Intent, which fulfill his reporting requirement. He is searching for a successor. Those with interest should contact Furukusu. Warrant expires 01 September 2007

Rampart Clerk [Notifications] - Lady Elanor Dreamweaver has agreed to take on this position. She and Rampart were working out the process for notifications., but this seems to have stalled.

Stags Attire [Heraldic Display] - Lady Lyonnete la Rousse reports very light activity. She has accepted Lord Roderick Conall MacLeod as her emergency deputy. Warrant expires 08 October 2007.

Weel [Herald Education/Publications] – Master Juan Balthazar Tegero continues to evaluate the handbooks for necessary revisions. He is seeking an emergency deputy. Warrant expires 01 August 2007.

Wharrow [On-line Roll of Arms] – Lord Llywus ap Alan continues to make swift updates to the Roll, and continues to make progress on filling in older arms. He has accepted Angel MacBrighde as a deputy, but continues to search for an emergency deputy or successor. Warrant expires 01 June 2007.

Wimble [Precedence] – Lady Kymma Godric continues to enter court reports in a timely fashion, and is catching up on a backlog of award entries for gentles who have moved here bearing awards from other kingdoms. She is in discussions with a possible emergency deputy. Warrant expires 2 February 2009.

Kingdom Scribe – Mistress Nadrah bint Lu'lu' al-Qadisi runs the College of Scribes, and all is well there. She is seeking a successor at this time. Warrant expires 13 May 2008.

OCoH Webminister – Lady Kymma Godric continues to maintain the OcoH website, making updates swiftly and cleanly. She also continues to nudge those members of the web team who are responsible for various projects. She does not have a designated emergency deputy, but various members of the web team can cover as needed. Warrant expires 01 September 2007.

Baronial heralds are required to report monthly. Here follow summaries of the reports of the baronial heralds:

Caerthe (Aspen): Herr Conrad von Zollern reports in great detail on the high levels of heraldic activity in his barony in many areas, plus his personal consultation work and other projects. Warrant expires 01 January 2008.

al-Barran (Scorpion): Lord Conn mac Eoghain reports on submissions, finances, and awards. Master Balthazar is his deputy for court heraldry. Warrant expires 14 June 2008.

Dragonsspine (Scalene): Lady Kiara Loftus reports light activity. Warrant expires 05 March 2008.

Citadel of the Southern Pass (Rook): Sheik Omar Mohammud Mirzazadeh reports light activity. He continues his educational efforts and has stepped up as Palmer Herald. Warrant expired 01 January 2007 - he stepped down this quarter. He is succeeded by Sir Conrade de Montgomerie (Konrad von Griefswald), Escarbuncle Herald Extraordinary. He reports no activity. Warrant expires 01 May 2009.

Unser Hafen (Barbican): Mistress Theresea die Tanzerin reports a light level of activity, including submissions. Her emergency deputy is THL Nikolaos Demetriu. Warrant expires 23 July 2007.

Caer Galen (Ray du Soliel): Reginald Cowperthwaite reports an attack of life, but things appear to be improving and he hopes to increase heraldic activity in the next quarter. Warrant expires 27 January 2009.

Fontaine dans Sable (Black Fountain): Lord Caelan MacKinnon reports moderate activity, including ongoing consultation and submissions. He also expresses an interest in assisting kingdom staff heralds. Emergency deputy is Lady Anna MacTaggart. Warrant expires 07 June 2008.

Shire, canton, and college heralds are required to report quarterly, so reports are not missing until three months have passed without a report. Shires, cantons, and colleges are not required to have branchheralds, and several of them do not, though some have associations with friendly heralds who do consultation.

Aarquelle: Lady Kristrún Hrafnsdóttir reports no activity, but hopes to start doing consulting once there is a regular fighter practice.

Blackwater Keep: Magnus der Lescher reports very light activity.

Bofarrach: Lady Madeleine de Seraucourt reports light activity.

Gleann Medonach: Mathilda Lucia reports light activity.

Hawks Hollow: Lord Tyrfingr von Wolfsberg reports as usual in detail on submissions, awards, and other heraldic activity for his canton and the general Caerthe metropolitan area.

Nahrun Kabirun: Lord Valentine Akritas reports on several submissions this quarter.

Raven Hyrst: Baroness Wyndylyn Leanb' na Doinnean reports light activity, primarily work on their name and device.
