Report: Domesday 2005

Warm and heartfelt greetings unto Hrorek and Caoilfhionn, King and Queen of the Outlands, Countess Elisabeth, Laurel Queen of Arms, Mistress Leah de Montgomerie, Outlands Seneschal, the Outlands College of Heralds, and to all others who come by these letters, from Lady Sorcha MacLeod, White Stag Principal Herald!

I am honored to report that the Outlands College of Heralds is growing and vital. My goals for my tenure have been to increase communication and teamwork within the College, to improve education of both heralds and the general populace, and to recruit more new heralds while training the currently active local and at-large heralds to hold kingdom staff positions. While these are concurrent projects, I have established a three-part plan to concentrate on each in turn. I am pleased to announce that the second phase has met with significant success in 2005 and remains ongoing. Several heralds who considered themselves new in 2004 stepped forward to help teach newer heralds yet in 2005, and they should be proud of their contribution - I am. We were also able to begin addressing training for kingdom staff positions, and some long-held positions changed hands in an effort to give more heralds hands-on experience with the tasks involved. My thanks to those who stepped down from my staff in 2005 for their hard work, and to those who stepped forward to get into the meat of things. My concentration for 2006 will be to encourage each herald to find a project suitable to their skill and resources, and to continue education and training.

Over the past year, we have expanded the kingdom staff to include an internal submissions herald. Kymma Godric and her committee built new dynamic web pages for Wimble (precedence) and worked on the same for Wharrow (Roll of Arms). Her work led to her acceptance of the OCoH Webminister position, and her committee has become a web team, with each bringing various strengths to the projects they are undertaking. Lord Ćthelwulf, Plover, issued a field heraldry challenge in 2004, with the winner receiving a prize at KWHS 2005. It was such a success that a second such challenge has been issued.

I have required that most kingdom staff positions have a listed emergency replacement, against any sudden need, and each is expected to have this deputy by the end of their first six months. This should have the added benefit of increasing the pool of heralds able to perform kingdom staff offices. My emergency deputy is THLady Alia Marie de Blois, as Palmer Herald, and her contact information is on the roster enclosed as Appendix C* on page 10 with the individually sent copies of this report.

Reports:

Reporting continues to improve in both quality and frequency.

Kingdom Staff

Kingdom Staff are required to report quarterly, but are encouraged to report more frequently.

Blue Iris [Queen's Herald/Royal Court] – Master Adam Stedefast posts an accounting of business for the courts of Ibrahim and Ileana to the outlands and outlands-heralds lists, and sends award reports to the appropriate parties. Warrant expires 13 May 2006.

Fretty [CoA Commenter] fulfills reporting requirement with LoCs. This office is currently vacant.

Gimlet [Protocol] - Earl Cathyn Fitzgerald muses that he has been underworked since taking this position, but he continues to contact those on vigil for the peerage to offer assistance with their ceremonies, and he will also be available to the victor and consort of each Crown list for their Coronation ceremonies. Warrant expires 08 September 2007.

Liber Herald [CoA Commenter] - Dominus Meradudd Cethin now holds this title. Assuming that his appointment is approved, his warrant will expire 01 January 2008.

Palmer [Emergency Replacement/Administrative Deputy] - THLady Alia Marie de Blois, has occasional administrative duties. Her chief duty is to stay apprised of the happenings in the College, against the event she would have to step into my position. Emergency backup is Maistre Louis-Phillipe Mitouard. Warrant expires 01 January 2007.

Plover [Field Heraldry] - Lord AEthewulf of Golias reports:

Plover Challenge I concluded quite successfully at Knowne World Heraldic Symposium, with Earl Cathyn, Baron Timothy and Lord Augustus finishing the the top three. More information about the Challenge can be located at http://plover.outlandsheralds.org/challenge.html. I have also been attempting to make a tour of the Kingdom to discover how much field heraldry there is in the Kingdom, and have been disturbed at the apparent lack thereof. In an attempt to combat this, I have been teaching and coordinating some classes; I coordinated a vocal heraldry track at al-Barran Arts & Sciences to educate more heralds in my local group; I taught a field heraldry class at al-Barran Sworded Affaire, Knowne World Heraldic Symposium, and Blaiddwyn Winter Wolf.

Additionally, Lord Aethelwulf serves as the Outlands Heraldry Representative on our war council, specifically for Estrella. He also continues to support heralds and heraldry in his area by assisting in consultations and by serving on the OCoH Web Team as time permits. His emergency deputy is Katrein Adler, and his warrant expires 01 November 2006.

Rampart [Submissions] - fulfills reporting requirement with LoIs. Furukusu-dono Masahide reports:

This year, the Rampart office received and processed 259 individual submissions, made decisions on all of these items, sent 204 to Laurel, and returned 55 items. The Rampart office was split into three positions this year. Castle Herald – to handle internal submissions including gathering of submission packets, and generation of LoPs – Rampart Herald – to handle external submissions including gathering of commentary, and generation of LoIs and LoRs – and Rampart Clerk – to handle generation and delivery of Kingdom and Laurel Notification Letters.

I personally took over the Rampart Clerk duties in February of 2005 and the Rampart office in September of 2005. Any statistics or figures within this report cover the entire 2005 period, with most comments relating only to my personal activities as Rampart and Rampart Clerk.

This year the office took in $2120 in submission fees, and ended with a $260 total liability to Laurel for returned items.

Goals for the office for 2006 include completing the online submission system, transferring all files from "temporary" banker's box filing to "Low use" stacking file drawers, recruiting deputies for Rampart and Rampart Clerk offices, holding regular decision meetings, and completing the Rampart Office Procedures manual.

The following is a summary of the types and count of submissions processed by the office during 2005. Appendix A* houses a full reckoning of all submissions by LoP month and their current status.

In addition to applying his spreadsheet and database expertise to the Rampart position in an effort to streamline it even further, Furukusu-dono provides consultation assistance and performs court heraldry. He has no emergency deputy as yet, and his warrant expires 01 September 2007.

Stag's Attire [Heraldic regalia and display] - Lady Lyonnete took this position in October, and is collecting resources to promote the use of heraldic display throughout the kingdom and the use of regalia by heralds at all levels. Warrant expires 08 October 2007.

Trefoil [CoA Commenter] - Baron Timothy O'Brien reports:

I authored external LoC's in the following months: 1, 2, 3, 4, 5, 6, 7, 10, 12. I believe I also wrote an LoC in August, but I have no actual record or copy of it. In the process of writing these letters, I held commentary meetings in the baronies of al-Barran and Fontaine dans Sable, and in the Shire of Blackwater Keep. I commented on a handful of internal letters, but did not keep careful track of which letters. I also consulted informally with perhaps a dozen clients this year. I also participated in other aspects of heraldry, including Court and Field work.

In the coming year, my goals include: commenting externally in every month; starting LoC's earlier in the month to allow ample time for the commenting process and to get to every letter I receive; commenting internally each month; and keeping careful track of my various letters, to make for a more complete 2006 Doomsday Report.

Warrant expires 01 December 2006.

Weel [Herald Education/Publications] - Master Juan Balthazar Tegero had periodic education activity in 2006, and assisted with voice heraldry on occasion. Emergency deputy is Mistress Margaret Hepburn of Ardrossan. Warrant expires 01 August 2006.

Wharrow [On-line Roll of Arms] - Arglwydd Llywus ap Alan reports:

On-line Armorial: I have continued to update the on-line armorial regularly, adding newly registered devices within a day or two of the release of the Letter of Acceptances and Returns from Laurel. In the spring I completed my first pass through the entire Armorial, making corrections and redrawing emblazons that were hard to read. All told 181 additions or corrections were made to the armorial this year. Submissions: I continue to provide consultation to members of the Shire of Drygestan on their submissions. I processed two submission packets this year, each consisting of a name and device submission. With these packets I forwarded $40 to Castle in the form of checks from the Shire.

Education: I taught one class this year, "An Introduction to Heraldry; A beginner's guide to the Heraldry of Arms within the Society for Creative Anachronism", for the Shire. Thirteen citizens were in attendance and the class was well received. Goals for the coming year: My primary goal, aside from maintaining my regular duties, is to see the new Wharrow site unveiled. This project is, however, outside of my hands. Significant progress has been made on this by the site development team. I plan to begin another pass through the armorial, making further improvements to the emblazons. I also hope to teach my Intro to Heraldry class again, possibly to others in the Shire and possibly at an event.

Wimble [Precedence] - Lady Marie de Blois maintains the precedence records, and assisted in the generation of the new dynamic precedence pages. The Order of Precedence, Who's Who in the Outlands, and the Book of Lists, along with other pertinent documents may be found at http://wimble.outlandsheralds.org/, and a copy of the short-form Order of Precedence is attached to the copies of this report to Laurel, the Crown, and the Kingdom Seneschal. See Appendix E*, page 29. Emergency deputy is Kymma Godric. Warrant expires 01 September 2007.

Kingdom Scribe - Mistress Bennet Murray reports:

For the Calendar year 2005: 32 Outlands scribes completed 303 award scrolls. (this reflects Kingdom awards only. No Baronial, largesse or gift scrolls are included here.)

As we've discussed, this will be the last reign I work with as Kingdom Scribe. The first of February 2006, I will place a missive on the Scribe's List asking for letters from those interested in assuming the office at the end of this reign. It has been an honor and a delight to hold this office and I've loved working with the unbelievable talented and generous scribes of the Outlands! I would like to add that it has been my pleasure to work with Mistress Bennet during her tenure, and she will be missed. Emergency deputy is Mistress Averil du Bois d'Avignon. Warrant expires 13 May 2006.

OCoH Webminister – THLady Alia Marie de Blois maintained the OCoH website for the first three quarters of 2005, turning the position over to Kymma Godric in September, who then created the OCoH Web Team to take advantage of varying knowledge among several heralds. Kymma has continued to improve the usefulness of the pages. The website is located at: http://www.outlandsheralds.org Additionally, some staff heralds maintain their own webpages under the outlandsheralds.org domain, and as such are also members of the OCoH Web Team.

Baronies

Baronies are required to report monthly.

Caerthe: Mistress Fiachra ni Ciardhubhain, Aspen Pursuivant in 2005, had some real life that made the office more of a burden and less of a joy. Sensibly, she has stepped aside to concentrate on the more important of the two, and Herr Conrad von Zollern succeeds her, effective 06 January. I thank her for her work in maintaining the office, and I wish Herr Conrad the best of luck as he begins his tenure. I have not received a Domesday from Aspen. Herr Conrad's warrant expires 06 January 2008.

al-Barran: THLord Pendar the Bard, Scorpion Pursuivant, sends a detailed accounting of submissions, awards, and finances for the year. He summarizes his inventory. His list of heraldic activity over the past year is an impressive variety of activity, including teaching, consultations, and vocal heraldry. Pendar listed as his goal for 2005, "to start delegating responsibilities to other people rather than trying to do everything myself," and he reports this year that he now has four deputies who share the burdens of his office. He intends to spend the rest of his tenure training several possible successors. No emergency deputy but he reports faith that he will be able to find a successor with ease, and his warrant expires 28 May 2006.

Dragonsspine: Lady Halla in heppna Knörsdóttir is Scalene Pursuivant. I do not appear to have a Domesday from her, and I will attempt to make contact. Her warrant expires 01 August 2006.

Citadel of the Southern Pass: Sheik Omar Mohammud Mirzazadeh, Rook Pursuivant, provides a concise accounting of submissions, awards, and finances from the past year. He has been doing court and field heraldry. At Outlands Heralds and Scribes Symposium in 2004, Omar taught "Vocal Production for Court and Field." Omar has been unable to find an emergency deputy, and his warrant is extended by one year to 01 January 2007.

Unser Hafen: Mistress Theresea die Tanzerin, Barbican Pursuivant, sends a Domesday report. Unfortunately, I was unable to open the attachment. I have requested a copy in a different format, but I suspect that she might be at war at the time of writing. Her warrant expires 23 July 2007.

Caer Galen: Lady Lyonnete la Rousse, Ray du Soliel Pursuivant, provides a thorough summary, and lists several admirable goals for the coming year, including expanding her own court and field heraldry experience and encouraging interest in and knowledge of heraldry among the members of her barony. Emergency deputy is the Honorable Lady Jeanne-Maris du Bois, and her warrant expires 04 May 2007.

Fontaine dans Sable: The Barony had some unfortunate luck with their herald moving away and her replacement becoming unable to keep the office, early in 2005, but Fr. Martim Ruiz do Porto stepped up as Black Fountain Pursuivant in May. He summarizes activity since he took office, and lists two deputies. No designated emergency deputy, and his warrant expires 14 May 2007.

Shires, Cantons, Colleges

Branch officers except for Baronial Pursuivants are required to report quarterly.

Each shire, canton, or college herald who reported provided a summary of heraldic submissions and other activity through 2005, and many list goals for the coming year.

At-Large heralds

Some at-large heralds have sent formal Domesdays, for which I thank them. At-large heralds are only required to 'check in' once annually.

Finances:

Finances are in the hands of the Kingdom Exchequer, who will include exact numbers in her Domesday. A summary of heraldic money-handling follows.

Rampart reports, "This year, the office received $2120 for 212 new submissions (97 name submissions, 112 armory submissions) at $10 apiece. The office owed Laurel $728 for these items at $4 apiece. We returned 55 items submissions, which may someday be redeemed for free resubmission, and processed a number of items formerly returned at kingdom, resulting in a net change of $120 of liability to Laurel. We therefore have a total liability to Laurel of $260 for 65 items at $4 apiece.

"A total of $143.96 was spent by the office during 2005 for a combination of submission processing and notification letters (postage). A further $22.00 was spent by the office on new reference books, and $10.65 was spent by the office on a new magnifying glass for the Oxford English Dictionary.

"Check requests for the September, November and December 2005 LoIs was not delivered to the Kingdom Exchequer until January 2006, due to a miscommunication regarding this process. This issue has been resolved, and the Submission account should be up to date for the office, and Laurel at this time."

The kingdom provided gasoline, hotel, and site fee for White Stag as the Principal Herald ($175 in advance, and $39.19 after submission of receipts, for a total of $214.19) to attend KWHS 2005 in the Outlands from funds budgeted (annual budget is $600) for officer travel. Travel expenses in the White Stag budget were paid for White Stag to attend StagsCon in the amount of $36.00. A copy of the budget submitted for 2006 may be found in Appendix F*, on page 41.

Castle reports to the Exchequer each month on checks received for which groups, submitters, and items, and Rampart requests payment to Laurel for submissions likewise itemized. The White Stag and Rampart inventories are attached as Appendices A and B, beginning on pages 8 and 9, respectively.
