Greetings unto Hrorek and Caoilfhionn, King and Queen of the Outlands, Countess Elizabeth, Laurel Queen of Arms, Mistress Leah, Outlands Seneschal, the Outlands College of Heralds, and to all others who come by these letters, from Lady Sorcha MacLeod, White Stag Principal Herald!

Pray excuse any redundancy; due to the unmatched reporting schedules, this report may duplicate some information from the last two reports, for Laurel's information. Please also accept my humble apologies for the extreme lateness of this report - I have been caring for my lord husband, injured in a car accident. My thanks to Dominus Meradudd Cethin for assisting with the compilation of branch reports.

Kingdom Staff - 92% of 13 filled positions

Kingdom Staff are required to report quarterly, but are encouraged to report more frequently.

Blue Iris [Queen's Herald/Royal Court] – THLord Thomas Winterbourne of Kent assumes this position, and he is eager to learn. Warrant expires May 2006.

Castle [Internal Submissions] - Title not yet registered. Lord Cameron is doing a remarkable job for having been thrown into the position with no experience or training. I am pleased to note that we have finally begun formal training. Excused for September, due to moving. Fulfills reporting requirements with Letters of Presentation. Warrant expires 10 March 2007.

Fretty [CoA Commenter] fulfills reporting requirement with Letters of Comment. This office is currently vacant.

Gimlet [Protocol/Ceremonies] Earl Cathyn Fitzgerald stepped up as Gimlet in September and is looking at putting the Book of Ceremonies on-line. Warrant expires 8 September 2007.

Liber [CoA Commenter] fulfills reporting requirements with Letters of Comment. Herr Conrad von Zollern has accepted the title in September, and is working on the first steps to be confirmed in his appointment, as well as performing internal commentary for some kingdoms. I have finally had time to begin discussion with how best I may assist him in his attempts to get started. He has applied for the position of Aspen Pursuivant, and may therefore be relinquishing this title. Warrant expires 01 July 2007, pending Laurel approval.

Palmer [Emergency Replacement/Administration] – THLady Alia Marie de Blois currently assists with training the submissions team, and she has developed a template for branch name/armory petitions. Warrant expires 01 January 2007.

Plover [Field Heraldry] – Lord Æthelwulf continues to perform and promote field heraldry around the kingdom, and was on hand to organize the field heraldry for Crown Tournament. Current information on the Plover Challenge is available at: http://plover.outlandsheralds.org. Emergency deputy is Herrin Katrein Adler. Warrant expires 01 November 2006.

Rampart [Submissions] – Furukusu-dono Masahide took office as Rampart on 1 September. This deputy fulfills reporting requirement with Letters of Response and Letters of Intent. Warrant expires 01 September 2007.

Rampart Clerk [Notifications] - Furukusu-dono Masahide may opt to fill this position.

Stags Attire [Heralds' regalia and heraldic display] - Lady Lyonnete has accepted this position at Stag's Con. Warrant expires 08 October 2007.

Trefoil [CoA Commenter] fulfills reporting requirement with Letters of Comment. Baron Timothy is generating timely and useful commentary. Warrant expires 01 December 2006.

Weel [Herald Education/Publications] – Master Balthazar attended portions of the heraldry meeting at StagsCon, and continues to promote heraldic education as time allows. Emergency deputy is THLady Margaret Hepburn of Ardrossan. Warrant expires 01 August 2006.

Wharrow [On-line Roll of Arms] – Lord Llywus continues to make swift updates to the Roll, and his patience in recent months is finally rewarded as work on the Wharrow side of the new dynamic pages began in September, and has now entered the testing phase. He generously assists those members of his shire who are removed from the center of population. Emergency deputy is Lady Halla inn heppna Knorsdottir. Warrant expires 01 June 2006.

Wimble [Precedence] – THLady Alia Marie was in near-daily contact with updates on the new Wimble pages in September. In October, she began establishing procedures for her office, and it is my hope that she will write these down for her eventual successor. She has been instrumental in coding the interactions between the Wimble pages and the Wharrow pages. Emergency backup is Kymma Godric. Warrant expires 1 September 2007.

Kingdom Scribe – Mistress Bennet and I remain in contact, sharing information as needed. We have also been discussing the achievements section of the Scribe's Handbook. Emergency deputy is Mistress Averil du Bois d'Avignon. Warrant expires 13 May 2006.

OCoH Webminister – Kymma Godric assumed the duties of this office in September, and she is working steadily on an updated design for the OCoH web site and ensuring the site's compliance with policy. The committee she chaired for the construction of the Wimble pages has transformed into the OCoH web team, which assists the webminister in the creation of new tools or features and other projects as needed. Kymma has been cleaning up broken links and edited one article that had become out of date. She is seeking an emergency backup. Warrant expires 1 September 2007.

Baronies – 100%

Baronies are required to report monthly.

Caerthe (Aspen): A brief report was received from Mistress Fiachra. She has indicated that her schedule has interfered with her ability to perform the duties of office and that she is seeking a successor. While I am sorry to see her step down, her reasoning is sound. Herr Conrad and THLady Jorunn have applied to succeed her. Warrant expires 01 June 2006.

al-Barran (Scorpion): THLord Pendar reported thoroughly, as usual, summarizing all heraldic activity in his barony. Heraldic activity in the barony remains vigorous, though Pendar regrets that recent travel costs have curtailed his personal ability to attend some functions. He plans to compose a full inventory of his office in the next few months. Warrant expires 28 May 2006.

Dragonsspine (Scalene): Lady Halla sends a detailed report as usual, summarizing a great deal of heraldic activity. New heralds continue to receive encouragement and opportunities to participate, and Halla manages her office with a great deal of enthusiasm and a level of insight that is to be admired. Further, she has started developing herald education more formally in her barony. Lady Halla missed reporting in October, which is most unlike her, and I sent a message to inquire after her well-being. I am pleased to note her reports of more new heralds, in the hopes of avoiding burn-out in so dedicated a herald. She expresses some enthusiasm for her recent successes in teaching beginner's heraldry classes. Her recent report includes all the summaries for the previous month. Warrant expires 01 August 2006.

Citadel of the Southern Pass (Rook): Shayk Omar has had a few consultations in both September and October, and performed significant amounts of voice heraldry at Pennsic. He made the long trek to StagsCon, where his participation in class was most helpful, and he then took charge of the voice heraldry for the hurricane relief tournaments in Plover's absence. Heraldic activity in the barony remains low, but steady, and Omar continues to teach vocal production in a fine effort to protect the kingdom's voices. He has requested a year's extension on his warrant, which will now expire 01 January 2007.

Unser Hafen (Barbican): Mistress Theresea die Tanzerin reported several new submissions and summarized finances in September and October. She was pleased to meet several heralds in person at StagsCon, and she is building a deputy corps. Consultations continue apace. Warrant expires 23 July 2007.

Caer Galen (Ray du Soliel): Lady Lyonnete sent a detailed report and noted a variety of heraldic activity in September. She was excused from reporting in October, due to traveling abroad. Submissions activity has stabilized after an initial rush, and Lyonnete has turned her attention to general heraldic education and encouragement in her barony. She attended StagsCon, where she accepted the duties of Stags Attire Herald in addition to her position as Ray du Soliel. Warrant expires 04 May 2007.

Fontaine dans Sable (Black Fountain): Fr. Martim Ruiz do Porto has been working hard on new submissions of order names for his barony, noting the great assistance of Lady Anna, and summarizes submissions and financial activity. He has started a monthly heraldry night, reporting several gentles showed up for support and two even attended for assistance with their heraldry. He hopes that it catches on. He has offered a prize for heraldic display, the details of which were likely lost with his lamented "nice and neat" report in a computer crash. I send him my condolences on his late machine, and I wish him better luck in the future. A final note of interest - a silent herald was scheduled to work at Queen's Prize, and I am very interested to learn if she was able to perform those duties, and if there is any interest in expanding silent heraldry within the kingdom. Warrant expires 18 July 2007.

Shires, Cantons, Colleges

Branch officers except for Baronial Pursuivants are required to report quarterly, so reports are not missing until three months have passed without a report. Shires, Cantons, and Colleges are not required to have branch heralds. Their next report is due 10 October.

Aarquelle - Kristrún reported no recent heraldic activity in her shire for September and October, and she also advises that she is working on her senior thesis and that communication may be spotty as she concentrates on that.

Bede's College (Incipient) - Lady Zoe has taken the office. Recent activity has been noted by Scalene.

Blackwater Keep - Mistress Margaret sent a summary of activity. She continues to promote heraldry by various means, most recently by encouraging display.

Blaiddwyn - Vacant

Bloodstone Keep (Incipient) - THLady Killian MacKenzie attended StagsCon, and participated actively in the discussions.

Bofharrach - Lady Madeleyne stepped up as the canton's herald in September and reports faithfully.

Carraig Magh (Incipient?) - Sophia sent 2 reports on start-up tasks, and inquires about petitions. Lord Tyr of Hawk's Hollow has been assisting with their name and device.

Drygestan - Sayidda Maimuna al-Bukhariyya reports monthly, summarizing steady heraldic activity.

Dúthaich Beinne Áird - Lady Isabel Benet reports no activity.

Gleann Medonach - THL Mathilda Lucia reported a consultation in October.

Hawk's Hollow - Lord Tyr reports in detail, as usual, summarizing all heraldic activity for his canton. He has accepted the position as the canton's herald, having been handling the duties as a deputy during a transition period for that office. Additionally, he has been assisting the Carraig Magh group with their name and device submission.

Hinterland - THL Peregrine Elric of Courtenay lists no heraldic activity in both September and October reports.

Nahrun Kabirun - Valentinos Akritas steps up as the shire's herald in September and summarized heraldic activity in October.

Plattefordham - THL Kenric Bjarnarson steps up.

Finances are in the hands of the Kingdom Exchequer. Castle reports to the Exchequer each month on checks received for which groups, submitters, and items, and Rampart requests payment to Laurel for submissions likewise itemized.
