11 February 2005
Report: Domesday 2004
Warm and heartfelt greetings unto Ibrahim and Ileana, Sultan and Sultana of
the Outlands, Master François la Flamme, Laurel King of Arms, Mistress
Leah de Montgomerie, Outlands Seneschal, the Outlands College of Heralds, and
to all others who come by these letters, from Lady Sorcha MacLeod, White Stag
Principal Herald!
I am honored to report that the Outlands College of Heralds is growing and
vital. While many of the active heralds in the kingdom are relatively new,
there is a great enthusiasm for learning. I took office on 08 May 2004, succeeding
Mistress Tatiana Pavlovna Sokolova. My goals for my tenure have been to increase
communication and teamwork within the College, to improve education of both
heralds and the general populace, and to recruit more new heralds while training
the currently active local and at-large heralds to hold kingdom staff offices.
While these are concurrent projects, I have established a three-part plan to
concentrate on each in turn, and I am pleased to announce that the second phase
is beginning, and our concentrated efforts now turn to educating ourselves
and the kingdom we serve.
Over the past year, we have discussed as a college what it means to be a herald,
and I was very impressed at the depth of responses to the question. Interested
parties may find the conversation in the archives of the outlands-heralds yahoogroup.
Lord AEthelwulf, Plover, issued a field heraldry challenge in which heralds
may earn points for various field activities, and the contest ends this summer,
with the winner receiving a prize at KWHS 2005. In a joint project with Master
Balthazar, Weel Herald, at the end of the year, a survey of questions was posted
to the same list, seeking feedback on what members of the college wished to
learn and soliciting ideas on how best to improve education of heralds within
the kingdom, and how to make heraldry more accessible and less confusing to
the populace in general.
I have required that most kingdom staff positions have a listed emergency
replacement, against any sudden need, and each is expected to have this deputy
by the end of their first six months in office. This should have the added
benefit of increasing the pool of heralds able to perform kingdom staff offices.
My emergency deputy is THLady Alia Marie de Blois, as Palmer Herald, and her
contact information is on the roster enclosed as Appendix C on page 12 with
the individually sent copies of this report. While recent rosters have not
included membership information for heralds holding offices, I find that older
rosters do include this information, and I have asked that it be included in
Domesdays for completeness. I expect that a significant number of heralds will
forget to include the information, and I will work on collecting it as I have
time in 2005.
The College has encountered a variety of hurdles both large and small in the
past year, most notably challenges in payments to Laurel for submissions and
to the Heraldic Packet Service coordinator for the copy and mailing services
provided. Because stable communication has not been able to be established
between the White Stag office and the Kingdom Exchequery, I am unable to guess
what might have caused the repeated delays. Heraldic procedure has been altered
to better log where the funds are through our offices and to track notification
of payments due. Delayed payments resulted in one batch of Outlands submissions
being held past the date they were scheduled to be considered.
The other major challenge has been in personnel changeover of kingdom staff
and baronial pursuivants, some of which was expected due to the length of time
the officeholders had been serving, and others due to sudden changes in the
lives of the officeholders. For the most part, transitions have been smooth,
and work continues to be done.
The sections of kingdom policy that cover heraldic activity are unfortunately
out of date, but I have not yet received feedback on my suggested alterations
from either Crown or Kingdom Seneschal. These changes were sent several times
over the year, to accommodate changes in officers and the royal succession.
There have been larger issues for both Crown and Seneschal to deal with during
this calendar year, but I hope that the policies may be updated early in 2005.
Reports:
Reporting continues to improve in both quality and frequency.
Kingdom Staff - 100% of 12 filled positions
Kingdom Staff are required to report quarterly, but are encouraged to report
more frequently.
Blue Iris [Queen's Herald/Royal Court]
Master Adam Stedefast posts an accounting of business for the courts of
Ibrahim and Ileana to the outlands and outlands-heralds lists, and sends
award reports to the appropriate parties. Warrant expires 14 May 2005.
Fretty [CoA Commenter]
fulfills reporting requirement with LoCs. This office is currently vacant.
Gimlet [Protocol]
Countess Aindrea MacCullaich reports:
In the past calendar year, five Knights, six Laurels, and three Pelicans
were made. These ceremonies were written by myself, Master Louis-Phillipe
(during his tenure as Blue Iris), or other knowledgeable members of the
kingdom. The styles ranged from the basic, generic ceremony, to heavily
Mongol-influenced. Two Laurel ceremonies (for Catrin von Berlin and Katrin
von Hohenzollern) included oaths and other aspects in spoken German. Hedwig
Kettuin spoke her oath in her native Finnish.
There were, as per usual, two Coronation ceremonies this year.
The Barony of the Citadel of the Southern Pass, Caerthe, Unser Hafen,
and al-Barran all had new barons and baronesses invested.
Already this year I am working on a Pelican ceremony for THL Ryan, and
a Knighting ceremony for THL Zachariah.
Goals for the new year:
Scan all old ceremonies onto a disk.
Gather missing ceremonies for the archives.
Write a period Principal Herald investiture ceremony.
Continue to expand my personal library with books on period ceremonies.
Emergency backup is Baroness Anne Bigod. Warrant expires 01 June 2005.
Liber Herald [CoA Commenter]
Herr Conrad von Zollern has agreed to take this post, and is likely to
generate his first Letter of Comment in February. His appointment must be
confirmed by Laurel King of Arms after at least one timely LoC. This office
fulfills reporting requirement with LoCs. The title was missed in the recent
upgrades, since White Stag was unaware of its existence, but that will be
corrected. Assuming that his appointment is approved, of which I have no
doubts, his warrant will expire 01 January 2007.
Palmer [Emergency Replacement/Administrative Deputy]
Maistre Louis-Phillipe Mitouard was interim Palmer during 2004, and had
no duties save the willingness to step in to my office in case of emergency.
The office is assumed for the long-term as of 01 January 2005 by THLady Alia
Marie de Blois, who will have some administrative duties beginning this summer,
after wrapping up some new tools for the Rampart office. Warrant expires
01 January 2007.
Plover [Field Heraldry]
Lord AEthewulf of Golias reports:
The year of 2004 CE was a 'normal' year for myself, performing town crying,
tournament announcing and scroll-reading duties at many, many events. The
following list are the highlights which stand out in my mind:
Town Crying & Muster Call at Estrella War XX
Herald-in-Charge at Grand Outlandish XXX
stand-in Court Herald at al-Barran Sworded Affaire
In addition to the 'normal' activities of being TE of al-Barran's Field
Herald; I was their Herald for the College of Blaiddwyn. As such, I did
some consultation for devices, and recruited a quasi-deputy in Odile Balestra.
While Odile went on to become the College's A&S Minister, she is still
an active herald, attending Rampart meetings, and doing newcomer-introductions
to heraldic matters (explaining the majority of the pageantry at Coronation
to some of the newer members).
Finally, in the latter months of the year, I assumed the duties of deputy
Plover Herald, and attended Crown Tournament parts One and Two. Organising
the processional, and coordinating heralds was fun, and I look forward
to doing it again in the spring (but I hope I only have to do it once.
In my work to increase the office of Plover, I started the Plover Challenge
(with the help of Master Adam Stedefast) in an effort to get more visibility
for Field Heraldry. Primarily, the Challenge was to foster discussion on
the Outlands-heralds e-mail-list, but it also had an offline agenda as
well. Once the New Year starts, I will be restarting the e-mail challenges,
as well as further developing the Plover website, located at http://plover.outlandsheralds.org
No emergency deputy, yet, and his warrant expires 01 November 2006.
Rampart [Submissions]
fulfills reporting requirement with LoIs. Notifications backlog is completely
caught up; kudos to THLady Alia Marie de Blois for catching it up before
her stepping-down. She reports:
This year, I received and processed 252 submissions, made decisions on
250 items, and sent to Laurel 197 items. I mostly kept the Rampart website
mostly up to date, with Letters of Presentation, Response, and Intent,
and links to and excerpts from Letters of Acceptance and Return from Laurel.
The Rampart decision meeting was regularly attended all year by Juan Balthazar
Tegero, Æthelwulf of Golias, and Odile Balestra. During the first
half of the year, it was also regularly attended by Anne Aliz de Basle,
Charles Robert Blackstone, and Melchior auf Missen. During the second half
of the year, it was also regularly attended by Ceolwen æt Axanbrycg.
AEthelwulf was a great filing minion, both filing things back in and digging
out files. Odile handled pre-packetization and Vanna duties. Everyone else
generally helped by reading commentary and discussing submissions. AEthelwulf
and Ceolwen also attended my Rampart Filing Party late in the year, to
help me get the files somewhat in order before turning over the office.
I had several regular commenters, who made my job infinitely easier. Aryanhwy
merch Catmael, knute (canute), Mor inghean Cathail, and Gwain of Miskbridge
commented regularly all year. Da'ud ibn Auda commented regularly during
the first part of the year. Timothy O'Brien and Halla in heppna Knorsdottir
began commenting regularly in April. Margaret Hepburn, and Sorcha MacLeod
commented regularly during the last half of the year. In November, we gained
the Viking Answer Lady, Gunnvor silfraharr, as a commentor. I also got
occasional commentary from Katrein Adler, Palotzi Marti, Brigit Camshron,
Mærwynn of Holme, Pendar the Bard, Cadell Blaidd du, and Naitan de
Yerdebuc
I also created an email list to handle commentary, which has had good
results. At the beginning of the year, notification of heraldic results
were drastically behind, but by the end of the year were completely caught
up.
As part of a long-term goal towards reducing the time and computer skill
level required to be Rampart, I began work on a dynamic, database-driven
website which tracks submissions and generates Letters on the fly. I have
a beta version of the site up and running, but it's not yet ready for general
use.
Working with the exchequery was an ongoing goal this year, with some
success, but it remains to be seen how long-term the results are. Procedures
are now in place to provide better accounting for money, both incoming
and outgoing. Also, I had some ongoing issues with my local group's perception
that Rampart was their local submissions herald, but that was resolved
through communication and small steps. There were some similar issues with
the previous Rampart.
I taught classes at three events and ran two consultation tables, plus
some informal consultation. I attended KWHSS in July, where I took a few
classes and met with Laurel and other CoA heralds. I wrote one brief web
article on a specific problematic heraldic submission style.
As webminister for the Outlands College of Heralds website, in October,
I did a major redesign of the site, and generally maintained the site throughout
the year. Some heralds maintain their own sites under the outlandsheralds.org
domain name, and one maintains her own site separately.
Outside of my official duties, I also started doing some vocal heraldry,
both processional and field. My heraldic library remains small but useful.
In addition to performing these duties, THLady Alia Marie also wrote two
articles to help submitters and new heralds, "Chevrons (inverted), Chaussés,
Piles, and Chiefs Triangular, Oh My!" which may be found at: http://rampart.outlandsheralds.org/lessons/blurring1.html
and "The Life of a Submission," found at: http://www.outlandsheralds.org/Rampart/lifeofasubmission.html.
For an accounting of submissions, see Appendix D, page 19. This office is
currently vacant to allow for some housekeeping to be finished before the
next person takes on those duties. Emergency deputy has been Master Walter
Kempe of Falconhold, office is currently vacant.
Stag's Attire [Heraldic regalia and display]
office is currently vacant.
Trefoil [CoA Commenter]
Baron Timothy O'Brien has taken on the job, and we have taken steps to
provide him with Letters of Intent to comment on. Laurel King of Arms has
confirmed Timothy's appointment, and he is added to the CoA roster and mailing
list. Warrant expires 01 December 2006.
Weel [Herald Education/Publications]
Master Juan Balthazar Tegero provides a summary of his heraldic activity,
having written an article for a local branch newsletter and one for Tournaments
Illuminated, and he notes the dual project between his office and mine to
generate more interest in heraldic education. Warrant expires 01 August 2006.
Wharrow [On-line Roll of Arms]
Arglwydd Llywus ap Alan reports:
In the sixth month of the year I was invested with the office of Wharrow
Herald, then called Pursuivant, taking over the office from Mor inghean
Chathail, who had to leave the Kingdom for mundane reasons. The primary
duty of this office is to maintain the on-line armorial and Roll of Arms
for the Kingdom of the Outlands. This web site is used to display the registered
arms of citizens or local groups within the Outlands for the dual purposes
of education in heraldry and to provide reference material.
For all registered Arms the site provides an emblazon as well as the
blazon as registered and date of Acceptance. The registered name and date
are also provided.
Since assuming the office of Wharrow I have kept the on-line armorial
up-to-date with all new device registrations, adding the new registrations
within about one week of receipt of the Letters of Acceptance and Returns
from Laurel.
Under the guidance of White Stag I have begun to review the armorial
for errors and for emblazons that are in need of improvement, including
charges that have too much or poorly defined internal detail so as to be
difficult to recognize. These devices I am correcting or cleaning up. I
am working alphabetically through the list and am currently in the "T"'s.
When the owner of a registered device contacts me to modify an on-line
emblazon to more closely match the way he or she displays their Arms I
work with them to get an emblazon that satisfies both the owner and the
purposes of the armorial.
To date I have added, corrected, or modified 252 devices.
I have very few other heraldic duties. This year I did assist in the
submission of one badge, for the College of Scribes of the Outlands. I
have been working with two citizens in the creation of name and device
submissions. One of these is ready to be submitted and will be once we
can make contact with the Reeve of our Shire to get the required check.
The second is quite close to being submittable.
I handled no funds this year.
For the coming year I plan to continue with my work at "cleaning" the
on-line emblazons. I anticipate this project will be mostly completed in
the spring. Once this work is done I would like to make some major improvements
to the site itself. I would like to add a search engine so that the armorial
could be searched by blazon or name element. I would also like to break
out the devices of the groups from those of the citizens and, possibly,
begin adding the badges of the various guilds and/or awards. This project
may require changing the underlying architecture of the site. This is a
long term project and may not be rolled out during calendar year 2005.
Another goal that has been discussed at time is the integration of data
between the Wharrow and Wimble sites. One vision is that when a user viewed
a device on the Wharrow site they would see the awards list with the name
and blazon. Or possibly a link to the Wimble site that would automatically
search for the Precedence of the device owner. This will require the involvement
of other heralds' offices, specifically Wimble, and would probably require
a change in the architecture of both sites.
In the past week I have been in discussion with Ceolwen aet Axanbrycge
of al-Barran about assisting in the web modifications, but these discusions
are in the very early stages.
Emergency deputy is Lady Halla inn heppna Knorsdottir. Warrant expires 01
June 2006.
Wimble [Precedence]
Duchess Kathryn of Iveragh maintains the precedence records. The Order of
Precedence, Who's Who in the Outlands, and the Book of Lists, along with other
pertinent documents may be found at http://www.outlandsheralds.org/Wimble/index.html,
and a copy of the Order of Precedence is attached to the copies of this report
to Laurel, the Crown, and the Kingdom Seneschal. See Appendix E, page 31. Emergency
deputy is THLady Seuilla de Cordoba. Warrant expires 01 June 2005.
Kingdom Scribe
Mistress Bennet Murray reports:
Presently the College of Scribes is fortunate enough to have 62 active scribes.
(active meaning the scribe has completed at least one Kingdom assignment
in the past calendar year). This number is up from 41 when I first took office.
Communication remains great between the Scribe's office and Herald's office
(in my opinion). Communication from Crowns is also great.
During the past calendar year 384 kingdom scrolls have been created.
Each barony now has a Baronial Scribe and active scribes.
Mistress Averil, my Southern deputy, as well as Mistress Monika, al-Barran
baronial scribe, have done numerous area scribal classes. Baroness Christina
has also held scribal classes in her area. All three of these ladies have
worked very hard to increase the scribal arts and bring in new scribes.
Goals for this year are:
Continue to increase the number of scribes.
Continue to help facilitate classes on various scribal subjects (classes
planned at Kingdom A&S, St. Golias War Practice, KWHSS, others in the
works as well)
Toward the end of this calendar year, I will probably begin looking for
a successor to this office. I would like to have time to work with her (or
him) for a full reign before I step down.
I agree with Bennet that communication and cooperation between our offices
and between our respective colleges is going well. Emergency deputy is Mistress
Averil du Bois d'Avignon. Warrant expires 13 May 2006.
OCoH Webminister
Over the past year, THLady Alia Marie de Blois has updated the look and usefulness
of the OCoH website, and has made other updates as necessary. The website is
located at: http://www.outlandsheralds.org Additionally, some heralds maintain
their own webpages under the outlandsheralds.org domain, particularly Rampart
(http://rampart.outlandsheralds.org/), Wharrow (http://wharrow.outlandsheralds.org/),
and Plover (http://plover.outlandsheralds.org/).
Baronies - 100%
Baronies are required to report monthly.
- Caerthe:
- Mistress Fiachra ni Ciardhubhain, Aspen Pursuivant, sends an accounting

summary of financial activity and a listing of awards received by members
of her barony. She reports the participation of eighteen gentles in her barony
in field and/or court heraldry. Her inventory is exhaustive. Halla reports
the following goals for the year: provide more opportunities for new heralds,
recruit more official deputies, designate an emergency replacement deputy,
improve tracking of awards given to Dragonsspine residents, and automate
tracking of Dragonsspine submissions. Her warrant expires 01 August 2006.
- Citadel of the Southern Pass:

for 2004. He provides an accounting of submissions, awards, and finances
from the past year. He has been doing court and field heraldry. At Outlands

submissions, and awards for the year. She lists the following goals, "Have
tabards built for field and court heraldry. Increase the Baronial heraldry

At-Large heralds
Many of the at-large heralds within the College have reported at various
times over the course of the year, and their contributions are greatly valued.
Several individuals have been warranted for the first time this year, and
I look forward to working with so many new heralds.
Finances:
- Finances are in the hands of the Kingdom Exchequer, who will include information
on heraldic submissions funds in her Domesday. I do not have complete financial
information, having no record of what receipts for copies, postage, toner,
and other office supplies were submitted for reimbursement, but THLady Alia
Marie de Blois includes this summary with an approximate sum for reimbursement:
This year, the office received $2090 for 209 new submissions
and owes Laurel $692 for 173 new submissions. We have a $144 liability
for 36 returned submissions. I received reimbursement of approximately
$300 for travel to KWHSS and approximately $100 for office supplies and
postage.
- The kingdom provided airfare, hotel and some meal expenses for White Stag
as the Principal Herald ($600) and Rampart as the Submissions Herald (~$300)
to attend KWHS 2004 in the East Kingdom from funds budgeted for officer travel.
The presence of the Principal Heralds and Submissions Heralds for each kingdom
was requested by Laurel, and I am grateful that the kingdom saw fit to support
the education of these two offices in this manner.
- White Stag/Rampart reports to the Exchequer each month on checks received
for which groups, submitters, and items, and she also requests payment to
Laurel for submissions likewise itemized. The White Stag and Rampart inventories
are attached as Appendices A and B, beginning on pages 10 and 11, respectively.

and last rounds of the tournament, drafted proclamation for Outlands Royal
Menagerie (a token to reward well-mannered dogs) and read in court
- Coronation, 13 November 2004 - drafted ceremony portions for retiring royalty,
performed processional for retiring royalty, performed coronation portion
of ceremony
Miscellaneous items of note:
- I traveled to Calontir for several days in the first part of September.
During my absence, the Outlands College of Heralds got entirely out of control,
and, instigated by Earl Cathyn Fitzgerald - a Pursuivant-at-large within
the College, they began declaring for themselves "Herald Imaginary" titles.
After reading that Earl Cathyn had declared himself Bacon Strip Herald Imaginary,
and several other such titles were also claimed, I was forced to take swift
action - and snapped up Chocolate Truffle Herald Imaginary for myself before
someone else could do so.
- On 18 September, I posed a question to the outlands-heralds yahoogroup
hoping to spark some good discussion and thought about heralds and heraldry.
I asked that each heraldic rank - starting with the newest heralds on Monday,
20 September - take one day to post their answers to the list. The question
was "What does it mean to be a herald?" and suggested things to
consider were the duties of office, to whom obligations were owed, and when
or where those obligations end. I am very proud of the Outlands College of
Heralds. The answers received from heralds of all levels were considered
and well-written, and I am very pleased with the results of this exercise.
I refer interested parties to the archives of the Outlands-heralds yahoogroup.
- KWHS 2005 will be hosted by the Baronies of Unser Hafen and Caer Galen.
I am handling organizing the heraldry track of classes. Out of 28 expected
class hours for Saturday, only 11 are left to fill, with Sunday morning reserved
for the Laurel Road Show as usual. The website for this event may be found
at: http://www.sca.org/heraldry/laurel/kwhs/KWHSWebpage.html
- In addition to my normal duties, I have been assisting the Laurel team
in the initial mark-up of Letters of Intent and Letters of Comment. During
the coming year, I will be training others to assist with this phase of submissions
handling.
Goals for 2005:
- An educational or informational letter in the Outlandish Herald every month.
- Weekly edu/info posts to the outlands-heralds yahoogroup by myself or other
heralds.
- Perform the submissions functions in a timely fashion, audit the files
for outstanding resubmissions, assist THLady Alia Marie as I am able in completion
of the tools for the Rampart office, and select a new Rampart Herald by 01
July 2005.
- Ensure that junior heralds have an opportunity to learn the duties of kingdom
staff positions, to build a pool of heralds with the knowledge to step up
as others step down.
- Finalize updates to kingdom policy as submitted in 2004.
- Fill all vacant kingdom staff positions.
- Finish organizing the White Stag files.
- Make selective purchases to complement the Rampart library.
- Continue my own heraldic education and research.
My warrant expires 08 May 2007. My member number is 92549, and my membership
expires 30 June 2005, before which time I will send a renewal. I look forward
to the rest of my tenure as an opportunity to work with the fine group of individuals
that makes up the Outlands College of Heralds, and to continue my participation

In faithful and obedient service,
Sorcha, White Stag
Appendix A - White Stag Inventory:
- Office furniture includes one four-drawer and one two-drawer filing
cabinet. The four-drawer cabinet is not in functioning condition, suffering
sufficient denting and rusting as to cause the drawers to stick badly and
to present a hazard to myself. I intend to replace this cabinet in 2005.
- Files, including reports from the CoH, White
Stag reports, correspondence, and educational materials, along with copies
of some Letters of Presentation, Response, Intent, Comment, and Acceptances
and Returns. A full accounting of the files has not yet been accomplished,
but there appear to be some gaps.
- Several binders containing articles, proceedings, and miscellaneous
items, in fair to good condition.
- One velvet tabard, as old as the kingdom, which is in need of repair.
- Two trigger cloth tabards, one in a medium size and one in a very large
size, both in good condition.
- One white baton with gold painted detail, including quilted storage
bag, both in good condition.
- One large book of ceremonies, showing some wear and tear.
- One rubber seal in very poor condition. It appears to have been left
too near a heat source at some point in the past.
- Miscellaneous office supplies.
Appendix B - Rampart Inventory:
- Office furniture and equipment: one four-drawer filing cabinet and
one three-drawer filing cabinet. Both cabinets are in poor condition, and
I intend to replace these in 2005. One table top copy machine in working
order.
- File boxes containing submissions files, copies of Letters of Presentation,
Response, Intent, Comment, and Acceptances and Return. Milk crates and
file boxes containing books from Appendix F (Sources to be avoided), binders
of
articles and other educational materials,
- Miscellaneous office supplies.
